RAISE is a virtual European institute that brings together computing power, data, talent, and research funding to accelerate artificial intelligence in science across Europe.
By connecting researchers, institutions, and industry across EU Member States, RAISE helps reduce fragmentation in the European research landscape and enables shared access to critical infrastructure such as high-performance computing and AI-ready data systems.
The initiative supports breakthroughs across scientific fields, while also reinforcing Europe’s capacity to develop trustworthy and human-centric AI. RAISE operates in close alignment with EU research programmes and infrastructure networks, ensuring that scientific teams, from early-stage researchers to established labs, can collaborate more effectively and scale their work across borders. Its long-term goal is to make Europe more competitive in global science and innovation by embedding AI at the core of research practice.
Scientists will have access to top AI and scientific talent and know-how across Europe for their research, helping them to identify partners in different disciplines to solve key global challenges.
New compute capabilities will be made available for European scientists through RAISE, such as the AI Gigafactories.

AI Science refers to the combined ecosystem where artificial intelligence and scientific research reinforce each other. It includes both the use of AI to advance scientific discovery and the use of scientific research to improve AI systems, enabling a continuous cycle of innovation across disciplines.

RAISE is built around four core pillars that strengthen Europe’s ability to develop and apply artificial intelligence in science. It combines computing power, high-quality data, scientific excellence, and sustained research funding to create a connected ecosystem for AI-driven discovery across Europe.
Access to AI computational power is important for researchers and startups in Europe. RAISE will secure dedicated access time to AI Gigafactories, through the financial contribution of €600 million from the Horizon Europe programme.
RAISE will support scientists to identify strategic data gaps and to gather, curate and integrate the datasets needed for AI in science.
RAISE will attract global scientific talent and highly skilled professionals to Choose Europe. This includes €75 million under the RAISE pilot for Networks of Excellence and Doctoral Networks to train, retain and attract the best AI and scientific talent.
The European Commission aims to double Horizon Europe’s annual investments in AI to over €3 billion, including doubling funding for AI in science.
The RAISE Secretariat Pilot provides the operational backbone of RAISE, supporting coordination, communication, and stakeholder engagement across the AI in Science ecosystem. Hosted by the European Science Foundation within the SCIANCE project, it enables the smooth functioning of key activities such as Working Groups, community interaction, and cross-project coordination, while also ensuring alignment across initiatives.
The pilot also explores how a long-term RAISE structure could operate, including governance, funding, and sustainability models, helping lay the foundation for a durable European framework for AI in Science.
Supports the organisation and coordination of RAISE activities, including meetings, documentation, reporting, and liaison with stakeholders and the European Commission. It ensures structured governance processes and alignment across the AI in Science ecosystem.
Focuses on long-term planning for RAISE, including operational, governance, and funding models. It pilots selected functions and analyses pathways to ensure the continuity and evolution of RAISE beyond the project lifetime.
The Secretariat will progressively evolve from a project-based activity into a set of validated governance, engagement, communication and sustainability models. These pilots will inform long-term arrangements for RAISE, ensuring that key functions, tools and community activities remain sustainable, transferable and aligned with the European AI in Science ecosystem beyond SCIANCE.
